My DD1 was this way. Pancake mix dumped over the floor, a full dozen eggs cracked all over the floor, hair gel painted in big swirls on the wall, etc. It was exhausting! My only advice would be to give her lots of opportunities for contained messy play, since its obviously something she enjoys. Messy sensory play is actually very beneficial for kids.
However, there is hope. My DD2 will be 3 in February, and she has not shown nearly the inclination for messes that my DD1 did. Her messes are mostly accidental rather than intentional mischief. So it depends on personality.
We don't allow food or drinks outside of the kitchen either, with the exception of water bottles. It does help.
